Paul Dooley Sells His Fathers Liverpool Legacy-To The Highest Bidder-Shame On You Mr Dooley.

Does Paul Dooley give a damn really about the legacy that was left in his fathers Seel St studio
. It seems as soon as was possible he got in there and grabbed what he could.
It could be said that he owns it. But was it not held by a trust so that the Legacy of Arthur Dooley could have been kept alive.
It now seems it is at the mercy of speculators of which it looks like his son Paul, is one. He has been knocking out a load of......finished off stuff on Ebay since Alan Johnstons death, when there was nobody around to keep the collection together. 
When we say collection, what we really mean is a load of rejected stuff that was shoved into the studio/workshop when Arthur died in 1994.
The basement space had remained in tact since his death and it was hoped that something could be done to open it up to the public, as what happened in 2008 when The Liverpool Acadamy of Arts(sic) were awarded a £50,000 plus grant to further the memory of one of Liverpool's sons by opening it up to limited numbers of interested visitors.
They also made a packet by staging a selling exhibition of his work.
Although this exhibition did bring together an assemblage of his work so it could be seen, they were more than well paid for it.
We had tried to alert the public to the need to get together to do something about the threats from property developers who give Dooley junior access as soon as they could to alleviate themselves of the burden of the works.
So they could get in there and turn it into an apartment, no hold on a luxury apartment.
The whole of Liverpool is going to turn into a giant sterile flat with no character just shops and coffee bars selling frothy cappuccino's to snotty nosed kids who don't know the meaning of struggle or strife or hard work, that think that money just comes out of a hole in the wall, that will never understand what Liverpool was like in the post war blitz society who couldn't just pop to the nearest Tesco to buy food, because the shops didn't have any. We don't want to return to that time but this is an era that spawned Arthur Dooley, a tough working class hard drinking, hard punching Communist catholic of Irish decent.
That didn't disown the city like the others that buggered off to make their name, he stayed here and sweated it out.
 He was able to articulate his Liverpool language on a higher stage as he was often featured on the BBC, talking affectionately about how the city made him tick, how it was part of his soul. 
He hoped that his soul would be part of the city and he would leave behind something. It is said he was once short and asked the city council to take a sculpture in loo of unpaid rates at his workshop near Woolton and they refused.
So now his son Paul has got his grubby hands on a load of works, mostly half finished and rejected commissions, some of which that should not be sold as individual sculptures, but mostly rejected pieces that have now been polished up by Paul who it is said is a stonemason.

He is giving them attributions such as Hillsborough memorial that are not being questioned, but enhanced by middlemen auctioneer Adam Partridge who are only interested in the commission money.

Has he donated any work to any local institution? No.
Did he bugger off out of Liverpool at the earliest opinion? Yes.
Does he care about his fathers name? No, in our opinion.

Is all he is interested in money........well you decide.

Cunard Cruise Terminal Cock Up. Is Joe Anderson Out Of Control?

You could not make this up. Liverpool's Mayor, who David Cameron said "Gets things done" has bought a White Elephant with our money. 
Anyone with half a brain could have told him that the Cunard Building would not work as a Cruise Terminal. It is easy to work out how can you have a terminal half a mile away from the landing stage. How will you get the clients on board.........by magic carpet. 
Today Marc Waddington, and a huge part of this problem, Echo shipping correspondent Peter Elson write about the collapse of the idea. 
This idea should never have got going. 
Only Joe Anderson sycophant,Peter Elson kept pushing, at one time, during an interview about the Cunard takeover, on Radio Merseyside he called Anderson Liverpools Prince Charming, (sic)

 Anderson went with it, hook line and stinker, sensing great PR headlines. 
Wayne gave Elson the idea to run a Daily Post campaign to start cruises at the new cruise terminal after it was doomed to be a turnaround facility. And even put a plan forward to develop the site of the current cruise customs tent.
 We now have to accuse the press for its lack of educated and joined up thinking in this whole sorry saga that is The Cunard cock Up..

It is even more ironic that the very press who have forgotten about Liverpool being on the World Heritage In Danger list now print reasons for the Cunard Cock Up as harming the World Heritage Site.

LIVERPOOL Mayor Joe Anderson last night confirmed his dreams of creating a stunning cruise terminal departure lounge in the riverfront Cunard Building have been torpedoed by strict security controls.
But the mayor defended his £10m purchase of the one time headquarters of the world’s best known shipping line.
Instead the one-time sailor and his team will have to go back to the drawing board to find a replacement for the temporary, marquee-like check-in area close to the cruise terminal.
 
It seems the logistics of moving passengers from A to Sea would not only have cost millions of pounds, it would also compromise what is the epicentre of Liverpool’s World Heritage Site.

Things have changed since the days when first class passengers arrived at what was Cunard’s first class passenger lounge before strolling over to the Princes Landing Stage to board their ocean-going liners. These days you have to go through a massive security check before they’ll even let you set foot in the cruise terminal.
 
Border controls, now stricter than ever, pose a problem for a check-in facility without a secure link to the gangway of departing liners.
 
Various suggestions – even a monorail – have been put forward as a way of meeting new maritime security regulations.  It is a wonder they didn’t even throw in the popular Church Street sky-ride as a potential carrier of cruise line travellers.
 
Maritime consultants Royal Haskoning were commissioned by the city council to carry out a feasibility study to explore the potential of using the ground floor of the Cunard Building as a cruise liner terminal facility.
 
Their report, due to be released at the end of this month, will reveal a range of options could cost anything between £5m and £60m.Mayor Anderson said all of the options put forward were based on the requirements of TRANSEC and Border Control and include everything from basic covered walkways to a monorail for transporting passengers. 
 
The Mayor commented: “We have, in addition to cost, to be mindful of the fact that we do not want to do anything that impacts on the World Heritage site the building is on. In light of these findings it is clear we will not be able to progress with this plan.




What a Cock Up. Joe Anderson says they are going to bring hosts of tenants to the Cunard Buildings, when half of Liverpool's historic buildings in the locality are half empty and the reason the Pension fund sold it in the first place is that it was proving a dead duck to them.

Save Peter Elson Of The Liverpool Echo-From Himself.

It is sad watching the decline of a once proud journalist.
We know the standard of the Liverpool Echo, under Alastair Machray has fallen to an all time low.
We don't expect this from people who should know better. Mr Elson. 
He has been spending far too much time promoting the Kenwrights Signature Living Brand.
Ignoring articles in Private Eye. He has taken PR through the local paper to a new low.

Forever sucking quotes out of our members to save the building at 30 James street, Elson now promotes its metaphorphing into something that looks more like a Texas brothel than a new use for a historic place.
We wish we had never got involved, to think we helped in the PR for this tacky regime to WAG out the interior of the old White Star Headquarters map room, to now look like Little Whorehouse on The Prairie 

Here is an example of some of what we would call Private PR Promotion. A blatant advertorial about.......a hotel room. Kenwright may as well have written it himself.
This is the death of journalism at an already rancid regime that has watched The Daily Ghost collapse and is taking whats left of the rancid carcass.  
Look at the comments section. this has allowed Signature Livings PR company to manipulate the comments pages. This is the local business community, turning the once free press into a pay as go scheme for The Kenwrights Signature Living Brand..

Though they at The Titanic Hotel did help Elson with The Daniel Adamson Trust Dinner, of which he is now grateful and is now thanking them profusely, no doubt.

Far from being annoyed here at LPT, it is a very, very sad day for what could have been an amazing project.

Liverpool's newest flamboyant accommodation for party groups bursts into business next week when Morgan’s Vault throws open its steel doors at £1,700 a night.
It is carved out of the basement of 30 James Street – Home of the Titanic apartment hotel, former headquarters of the White Star Line, which was once owned by the banker John Pierpont Morgan.
What the straight-laced US multi-millionaire, who visited the building before World War I, would have felt about a luxurious private dormitory room for 20 guests being named after him will never be known, but the Vault already has its first booking for October 10.
During White Star Line’s prime the Vault is where plans for its superliners Titanic, Olympic and Britannic would have been stored with company cash deposits and huge handwritten ledgers recording the business of carrying people and freight across the world.
Now Morgan’s Vaults boasts 10 gilded double beds (all with “fun fur” bedspreads) with seven on the main floor and three on a gallery reached by ladders.
There are two whirlpool baths big enough for four people each and a secret spiral staircase to the spa below reached via a private steel safe door.
Not only does this sub-basement level contain spa treatment rooms and saunas, but also a colossal whirlpool bath 35ft by 18ft.
It’s fair to say the Vault’s occupants won’t be burning the midnight oil brain-storming about transatlantic travel economics as Mr Morgan once did with White Star’s founders, the equally upright Ismay family, in this venerable Grade-II listed property, built by them in 1898.
The future mood will be more likely dictated by the fact that the entire ceiling is covered with a giant classical mural of a full frontally naked Adam and Eve in discussion with a serpent.
The 300-bed hotel will stage a grand gala opening on Friday evening for 150 specially invited guests, although accommodation was available in stages over the last four months.
Lawrence Kenwright has spent £400,000 on Morgan’s Vault and the spa, out of a £7m total on buying and creating the hotel.
“Tourism is Liverpool’s big selling point and it’s the only way we can beat other cities, so we have to be dynamic and creative,” said Mr Kenwright.
“I don’t think there is anything like Morgan’s Vault in the world, but 30 James Street remains primarily a weddings hotel and we’ve 150 receptions booked over the next two years, which was from a standing start four months ago.”

Tony McDonough Of The Liverpool Echo. Is He Peels Poodle?.

Another Advertorial for Peel Holdings from Trinity "Smoking" Mirrors of Oldham Hall Street.

He seems to be a lap dog for Peel Holdings printing, in our opinion whatever they say.......without scrutiny or balance.
The whole article says nothing, repeats all the past promises, but it is dressed up as a good news story for MacNuts mates at Peel.
Four years after plans for Liverpool Waters, and even longer for Wirral Waters were passed, not a brick has been laid.
 Not a mention of the twenty thousand jobs that Peel said they would create.
 Just how they will do this while hiding the fact that Peel are now trying to offload the land to any dodgy Chinese investor with a few bob. Cash in their assets.

Not a mention of Ashworth's very own China Girl, Stella Shiu being exposed in Private Eye or the FT.
Shame on you McDonough.
MacDonut is blind to the facts, too intent on falling over himself backwards to be in with Peel, that he kids the public with maybe's.
There are better journalists than him, in our opinion, at The Merseymart...oh, thats now owned by Trinity "Smoking" Mirror. They will probably use the same article in the Bootle Times, such is the lack of quality.

There are so many of the so called journalists moonlighting as PR consultants that you have to ask are some the staff  of The Liverpool Echo being paid twice.
 Once from the phone hacking Trinity "Smoking" Mirror Group and  then again from the company that they are PR-ing for?

Architect Whores-Falconer Chester Hall Blasted Again. Over Another Baltic Abortion.

Why does the company Falconer Chester hall continue to sell itself out to any dodgy property developer that will pay it?
There was a time when architectural training meant that people respected the profession.
Not any more.
Architectural whore is a term not used lightly. Some awful work has vandalised Liverpool by this company of recent dates. Do they care.
 Shame on you all.
One would have thought that its not a good reputation to have, that of being able to knock any old crap through the planning process, attracting eany dodgy builder to their door. Or is that what they want?.
Plans for an architectural abortion in Brick street by this awful company that we consider a disgrace to their profession, have been passed by the planning committee on the recommendation of the Chairman John Macintosh, who it was rumoured was placed there by Joe "Il Duce" Anderson.
He is not the brain of Britain we wonder who on the planning committee would know a decent piece of architecture if it fell on them.
Anyway its a few bob extra for Macintosh as he doesn't work.......at our expense.

Edge Hill Station Tunnel Road, Historic Workers Cottages Demolished Overnight.

The most historic station in the world Edge hill. Where Stevenson's Rocket passed on that historic day that changed the world.
 There has been a station here since 1830.
Possibly the first in the world. and the numskulls, overnight, demolish a series of unique railway cottages that should have been listed.

Liverpool Confidential quite rightly put an arrow showing where the Mill is.........practically obliterated.
All plans that are near or adjacent to a listed building have to be treated with respect for the listed structure.

This scheme is an insult to the intelligence to all those who fought to save the building from demolition.
Don't trust the Merseyside Civic Society on this scheme. though they did a good job on the listing, Peter Brown its Chairman is 'bessy' mates with the directors of Neptune Developments who have plans passed for an equally awful scheme on the old Lamb and Sons, the last ships Chandlers in the city. 
Once owned by Trevor and Doreen Jones (who passed Mann island with casting vote as planning committee chairperson) right next to Heaps Mill. 
These plans would not be passed now, as the affect the listed status of Heaps Mill.
Peter Brown promoted the Three Black coffins on behalf of Neptune, in our opinion stitching the public up with an architectural disaster when he as Chairman should know better.

Dusanj Brothers Demolish Cains Stables-It Should Have Been Protected by The City Council

No Conservation Office. Joe Anderson in league with every dodgy property developer in town........or in Downtown ...Liverpool In Business. This allows decent buildings like Cains Stables to be blown away by people who dont care. This could easily have been brought into any scheme. The old Higsons brewery is listed this should have been too.
What a shame.
It now is nearly gone and while we have all been busy saving Heaps rice Mill we have lost another gem. 
Here it is at least they saved the slates and sold them on. No doubt some PR company will be paid to sell their souls, if they have one left,  to give us some spiel about how it was too far gone.

While Joe Andersons capatalist regime is busy funding corrupt Property developers such as Nigel Russell of Middle England Developments, who has now abandoned St Andrews Church in Rodney Street after being sold it for a quid. Years ago Vicky Anderson of the now dead (thank god someone put it out of our misery) daily Ghost broke the news that Liverpool Library was to be sold off to a Developer and we would lease it back. This was put forward as a good news story, and she glibly wrote it up.
We now have a Labour council, with Chief Executive Ged Fitzgerald (ex cover up merchant of the Rotheram Child abuse scandals) at its helm. This city council is now behaving more like the Tories than Labour.
Derek Hatton and Co once tried to sell off the Town hall on a lease back basis.
Joe Anderson makes him look tame by comparison.

Joe Anderson and Lawrence Kenwright's Signature Living Land Deal Exposed In Private Eye.

Private Eye entitles the article in the current edition, in ROTTEN BOROUGHS, CLASS ACT. Just who is writing all this stuff for Private Eye? We call it dodgy dealing right in front of the eyes of the public, and the local press, who should be watching what the property developing Mayor Joe Anderson is doing with our public funds. Some Time ago Wayne campaigned to bring some life back into the historic Albion House after it had lain there empty for years claiming it would be a perfect place to link Liverpool, on a global stage with the huge interest of the tragic events, that happened on the fateful night, when the Titanic was sunk. "There is so much public interest that it couldn't go wrong". he said. Sure enough Joe Anderson's mate Lawrence Kenwright must have been listening and miraculously got his hands on a pile of cash. 
Despite being previously banned as a company director. (you don't just get banned as a company director for bad book-keeping).
 But Joe Anderson and Co don't seem to care who they give the council assets to,  such as Municipal House in Victoria Street. 
 Kenwright was also the character that come up, out of nowhere, (and do we believe him) with a dodgy scheme to steal St Lukes Church from its rightful place as a monument to the blitz. 
If the wag bar at the new Titanic Theme Hotel is anything to go by, thank god he never got it and the public outrage made Anderson stop and think.    
The local papers called this refurbishment of Albion House a good news story without any checks pouring publicity over the opening.........even picturing Anderson on the steps of the new hotel with the Kenwright's, giving it a big thumbs up.

Heap's Rice Mill, Beckwith Street, Liverpool – Awarded Listed Building Status

I am writing to inform you that the above building has been added to the List of Buildings of Special Architectural or Historic Interest. The building is now listed at Grade II.

I attach a copy of our advice report, which gives the principal reasons for this decision. The List entry for this building, together with a map, has now been published on the National Heritage List for England, and will be available for public access from tomorrow. This List can be accessed through our website.

Listing helps us to mark a building’s significance and celebrate its special architectural and historic interest. It brings specific protection so that its special interest can be properly considered in managing its future.

Please be aware that the listing of the building took effect on the day that the List entry was published on the National Heritage List for England.

As of 25 June 2013, the Enterprise and Regulatory Reform Act (ERRA) has enabled a number of heritage reforms, including an amendment to the Planning (Listed Buildings and Conservation Areas) Act 1990 that provides two potential ways to be more precise about what is listed. Whether or not the new provisions have been invoked with regard to this building is explained in the Advice Report. If you consider that this decision has been wrongly made you may contact the DCMS within 28 days of the date of this letter to request that the Secretary of State review the decision. An example of a decision made wrongly would be where there was a factual error or an irregularity in the process which affected the outcome. Review Criteria and Process

A review will only be carried out in the following circumstances:

(1) there is evidence that the original decision has been made wrongly. Examples would include:

- where there was a factual error, eg. the wrong building was listed; or
- where there has been some irregularity in the process which has affected the outcome, eg. relevant
considerations were not taken into account or irrelevant considerations were taken into account.

(2) there is significant evidence which was not previously considered, relating to the special architectural or
historic interest of the building, as set out in the Planning (Listed Buildings and Conservation Areas) Act 1990. An example would be where new evidence relating to the date of a building has been discovered which might make a material difference to the architectural or historic interest of the building.
Having conducted a review, the Secretary of State will either affirm or overturn the original decision. It is important to understand that the original decision will stand until the Secretary of State has made a decision on whether the original decision should be affirmed or overturned. If the original decision is overturned, this will not have retrospective effect.

Reviews are carried out by the Department of Culture, Media and Sport and review requests should be made on the Department’s ‘Listing Review Request Form’. Liverpool International Festival for Business. State Sponsored Vandalism to Scum The Baltic Triangle.

Liverpool's International Festival for Business was hailed as a massive success focusing attention on Liverpool in a positive way.
But why did they sponsor the godawful graffiti fest that called itself Markit?
Sponsoring the Baltic Creative.....who are not really that creative, to scum the Baltic Triangle for a jolly weekend that was, well rubbish really.

Anyway the week after the Victoria Monument in Derby square was vandalised by, what appears to be the young scruffy goths that hang out there.
 Young people are easily led so while Liverpool City council are proclaiming 
"Come and down and scum the Baltic triangle, don't worry we will even sponsor it"  
Some may get the wrong idea and think well its alright and this is the rather crude result of a mistaken idea. Is this evidence that STATE SPONSORED VANDALISM does not work.
They removed the graffiti on this Grade II listed monument with a high pressure hose, potentially doing more damage than the dim long haired Emo lookalike that had the can in his hand.

Heaps Rice Mill Demolition Refused 25th July 2014

Excellent. But its not all over. Last night an impassioned meeting attended by local Councillor Civic Society members general public and council funded vested interests such as Engage Liverpool and Baltic Creative, heard that the plans for demolition of Heaps Rice Mill were to be decided today by delegated powers by un-elected officials at the planning department.
Not sure whats happened yet at this early stage but we have just heard from World Heritage Watchdog David Swift that they have refused prior-application demolition. We thought the reason they were evoking delegated powers was to pass them. (Why did they need prior application discussions when English Heritage are considering listing it).
Maybe Councillor Mumby and the other ward Councillor have intervened, as there is a law that if two Ward Councillors object they cant use delegated powers. Having said that the groundswell of public opinion may have been enough to do it.
Its not all over but its good news.
It is so curios how they tried to slip this one in and last week the electric to Heaps was turned off by the utility companies.

Update: 12.30pm
It has now been confirmed that Councillor Steve Mumby declined to object to the delegated powers decision on the basis of legal advice he had received.
He refused to divulge this legal advise. His advice to campaigners was to do nothing!!!!!!!!!!!!!

Can we trust Steve Mumby? The ward councillor for Riverside.
Mr Mumby reminded the meeting about previous schemes, calling Windsor developments attempts to regenerate the area as bordering on fraud. Yet what did he do about it at the time.
How long can Councillor Mumby sit on the fence before he gets a sore behind.

Why is Steve Mumby, who is a Cabinet Member, getting away with this inactivity.
After all its his council under Joe "Il Duce" Anderson's leadership, err we mean dictatorship, that has done away with the City Council Conservation Office.
 Now on this occasion it may have proved that the campaigners have got a stay of execution.......................but what about the next one.
The council website which has the planning application to view on planning explorer application no 14PM/1338 (what does PM mean its usually a F or L) was supposed to allow comments till the 30th July and there are complaints from campaigners that various planning numbers have been changed and altered.
Mumby's Cabinet members are the ones who give the un-elected officials the power.

Heaps Mill-English Heritage Slam Plans EXCLUSIVE

We have been informed by Head of International advice at English Heritage that the 25 Storey element of the proposals which will demolish Heaps Rice Mill will be in conflict with the Tall Buildings Element of  Liverpool's Supplementary Planning document for the World Heritage Site.

Liverpool City Council have been instructed by English Heritage not to consider the application until the application to have the building listed has been considered by them.

Current conservation issues

On 31 January 2014, the State Party submitted a state of conservation report, which is available at http://whc.unesco.org/en/list/1150/documents/.

The report pointed out that, while the overall Liverpool Waters scheme received irrevocable approval, no concrete steps have yet been taken towards its implementation. It explained that detailed master plans for each phase of the 30-year-scheme as well as detailed proposals would need to be elaborated first and reviewed against numerous legal obligations and planning conditions before permission for actual execution would be granted. The State Party considered that this process would still allow addressing the Committee’s concerns and requests. It further informed that design and conservation bodies are being set up, which include the City Council, the developer Peel Holdings and English Heritage, to ensure the respect of the obligations and conditions for planning permissions.

In its letter of 31 January 2014, the State Party confirmed that it had received a first draft of the Desired state of conservation for the removal of the property from the List of World Heritage in Danger (DSOCR) prepared by the World Heritage Centre and ICOMOS on 29 April 2013. On 15 April 2014, the State Party submitted a draft DSOCR prepared on its behalf by English Heritage in coordination with and agreed by the property’s key stakeholders, City Council, Peel Holdings and the chair of the property’s World Heritage Steering Group. The State Party explained that the draft DSOCR focuses on those arrangements and controls that the English legal system allows within the terms of the non-cancellable planning permission. The draft DSOCR is currently being reviewed by the Advisory Bodies in view of its presentation to the Committee at its 39th session.

On 15 April 2014, the State Party also expressed its willingness to consider organising a consultative seminar that would gather the key stakeholders, ICOMOS and the World Heritage Centre.

Furthermore, the State Party reported on concerns about an approved demolition scheme for an area within the World Heritage property (Ropewalks area), for which a Heritage Impact Assessment (HIA) had been elaborated, based on which English Heritage recommended to refuse consent.

Finally, the State Party also informed about achievements in restoring and converting significant landmark buildings of Liverpool to new functions, in particular hotel and conference uses.

Analysis and Conclusions of the World Heritage Centre, ICOMOS and ICCROM

The findings of the joint reactive monitoring mission of November 2011, as expressed in the opinion of the World Heritage Committee in its previous Decisions, indicated that the Liverpool Waters development scheme, if implemented as currently planned, would irreversibly damage the attributes of the property’s Outstanding Universal Value (OUV) and the conditions of integrity that warranted inscription, and could lead to the potential deletion of the property from the World Heritage List.

The State Party expects detailed master plans for each phase of the overall Liverpool Waters scheme to be developed as well as detailed proposals for each plan, all of which would need specific planning permission; it also considers that this process could address the Committee’s concerns. This process would need to clearly define how this can be achieved based on a revised overall vision for the entire development area.

It is noted that the State Party provided a draft DSOCR and a proposal for corrective measures, and also expressed its willingness to take concrete next steps to work in consultation with the World Heritage Centre and Advisory Bodies. It is recalled that the corrective measures must be deliverable and clearly linked to an overall vision for the property.

While the State Party submitted a draft DSOCR and a set of corrective measures, it is considered that there have been no further actions to remove the potential danger as requested by the World Heritage Committee at its 36th and 37th sessions. The property is therefore considered under continued threat and it is consequently recommended that the Committee retain the property on the List of World Heritage in Danger.

The World Heritage Committee,

1. Having examined Document WHC-14/38.COM/7A,

2. Recalling Decisions 36 COM 7B.93 and 37 COM 7A.35, adopted at its 36th (Saint-Petersburg, 2012) and 37th (Phnom Penh, 2013) sessions respectively,

3. Also recalling the results of the joint World Heritage Centre/ICOMOS reactive monitoring mission of November 2011,

4. Reiterates its serious concern over the potential threat of the Liverpool Waters development scheme on the Outstanding Universal Value (OUV) of the property, and notes that the implementation of the development, as currently planned, would

irreversibly damage the attributes and conditions of integrity that warranted inscription, and could lead to the potential deletion of the property from the World Heritage List;

5. Also notes the information provided by the State Party, and requests it to:

a) submit comprehensive documentation for any proposed detailed master plans and detailed planning proposals, before they are adopted, together with an overall vision for the property over-arching such master plans, as well as details of the draft legal obligations and draft planning conditions for granting permission for any future development proposals,

b) ensure that the process whereby master plans and detailed plans for the Liverpool Waters scheme, when developed, takes into consideration the concerns of the World Heritage Committee;

6. Strongly urges the State Party to consider all measures that would allow changes to the extent and scope of the proposed Liverpool Waters scheme to ensure the continued coherence of the architectural and town-planning attributes, and the continued safeguarding of the OUV of the property including the conditions of authenticity and integrity;

7. Further notes with appreciation that the State Party submitted a proposal for the Desired state of conservation for the removal of the property from the List of World Heritage in Danger along with a set of corrective measures, and expressed its willingness to pursue consultations with the World Heritage Centre and the Advisory Bodies in view of its finalisation for examination by the World Heritage Committee at its 39th session in 2015;

8. Also requests the State Party to submit to the World Heritage Centre, by 1 February 2015, an updated report, including a 1-page executive summary, on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 39th session in 2015;

9. Decides to retain Liverpool – Maritime Mercantile City (United Kingdom of Great Britain and Northern Ireland) on the World Heritage List in Danger.

A Labour Council led by The property developers friend Joe "Il Duce" Anderson seems to be out of control. Come back Derek Hatton........Oh he is back! Now isn't that a co-incidence.
